It's not so much the amount of total rainfall as the number of days that have some rain that I think people complain about. This ranking is based on the former rather than the later.
For example, the article said Olympia rates number 24 by amount of annual rainfall, but number one by number of rainy days.
I didn't see a ranking by number of rainy days in the MSNBC report. It would be interesting where Portland ranks on that list.
Being in the top of either list has it's drawbacks.
